JumpStart housing got the 2020 estimate's dollars, not 62% of actual revenue

Housing received about what the 2020 plan would have delivered if revenue had come in as estimated, within $8 million a year. Because the tax raised far more than estimated, housing got $58 million to $106 million a year less than 62% of actual revenue, and its share fell to about 35-36% in 2025-2026.
