Bar chart of general-fund appropriations minus revenue by biennium. Washington's general-fund appropriations and revenue collections moved together for most of the period. Appropriations exceeded collections during the Great Recession (by $2.3 billion in 2007-09 and $1.7 billion in 2009-11). From 2013-15 through 2021-23 collections exceeded appropriations by between $0.4 billion and $1.4 billion each biennium. In 2023-25 appropriations ($72.7 billion) exceeded collections ($67.1 billion) by about $5.6 billion, as revenue rose 3.7% while appropriations rose 14.8%; the gap was covered by fund balances and transfers.

What this chart asks

Did Washington's general-fund revenue keep pace with its appropriations, and when did they diverge?

Why it is shown this way

  • One bar per biennium shows the gap directly; bars above zero mean appropriations exceeded that biennium's collections and below zero mean collections exceeded appropriations.
  • A difference chart avoids two large, nearly overlapping lines, which would hide a gap of a few billion dollars on a $70 billion scale.

Limitations

  • Appropriations are spending authority (some lapses unspent, about $0.76B in 2023-25); revenue is cash collections. A positive bar does not by itself mean a deficit: balances carried in from earlier biennia and fund transfers also pay for appropriations.
  • The revenue series uses today's NGF-O accounts restated for every year (ERFC Table 3.17); the appropriation series uses the Near General Fund basket of its time. The difference is small (the Opportunity Pathways Account, about $0.25-0.35B a biennium).
  • Revenue in each biennium already includes tax increases enacted earlier (for example the 2017 state school levy, the 2019 WEIA surcharges and the 2021 capital gains tax); the 2025 tax package is not included.
