Register of findings and cases, 2022-2026

One row per audit finding, assessment or criminal case. amount_usd is blank where the finding has no dollar figure.

Coverage: January 2022 to September 2026

Node: dataset:la-ca-waste-fraud-findings:2:table:findings

Contained in Audit findings and fraud cases involving Los Angeles and California public money, 2022-2026.

What this dataset measures

Built to test two claims: that audits have repeatedly found California and Los Angeles cannot track whether homelessness money works, and that billions in LA homelessness money were lost to fraud. Included: every audit or court-ordered assessment of LAHSA or LA/state homelessness spending FactHub verified from the primary report for 2022-2026, the State Auditor's 2025 high-risk report, the four homelessness cases announced Sept. 16, 2026, and two large concluded LA-area public-money fraud cases for scale. It is not a complete list of California audits or prosecutions.

Limitations and reproducibility

Reproducible from public sources: Each row was transcribed from the primary report or Justice Department release named in source_id; the saved analyses are counts, sums and reshapes of the register (Python script kept by the curator, not uploaded).

  • A curated selection, not a census: counts by category describe this register, not how often audits or crimes occur.
  • Dollar figures measure different things (funds reviewed, estimated cost of unused beds, restitution, alleged diversion) and must not be added across rows.
  • Charged cases are allegations; defendants are presumed innocent, and only Soofer has admitted wrongdoing, in a plea agreement not yet entered as of the release.
  • Nothing here compares California or Los Angeles with other states or cities.
