FactHub curated dataset

Washington I-638 media coverage, coded (262 stories, Sept. 2025 to Oct. 2026)

Every story in our sample of Washington news and opinion coverage of Initiative IL26-638 (girls' interscholastic sports), coded with one codebook: advocates quoted per side, first and last word, rebuttals, campaign claims repeated with or without context, twelve facts that answer one side's arguments, loaded terms and factual errors in the outlet's own voice. Includes derived tables of fact rates, sourcing balance and claim checks by outlet group.

Coverage: Stories published 2025-09-08 to 2026-10-23

Node: dataset:wa-i638-media-coding

What this dataset measures

Coverage of I-638 was collected from outlet search pages, sitemaps, RSS feeds, web search and syndicated copies for three outlet groups fixed before coding (mainstream, conservative, progressive/advocacy), plus labeled fact checks. Any story that describes the measure or quotes someone on it was included; republished copies were coded once under the original. The same codebook was applied to every outlet so that omissions and errors can be compared in both directions.

Coded stories

One row per story in the sample, coded with the published codebook. Bias measures use only rows with counts_as_news = 1.

Key facts in mainstream news

Question: How often did mainstream news stories tell readers the facts that answer the No side's main arguments, compared with the fact that the Yes side is funded by one donor?

Result: Of 77 mainstream news stories: 1 gave any measure of the male performance gap, 7 said a girl's own provider does the check, 7 said transgender girls can still play on boys' or open teams, and 31 said Heywood / Let's Go Washington funds the Yes side.

Operation: Count of mainstream news stories (counts_as_news = 1) with each fact field = 1

Scope: 77 mainstream news stories, 2025-09-08 to 2026-10-23

View this analysis

  • Single coder; search-based sample.
  • An omitted fact is not by itself an error.

Share of news stories including each fact, mainstream vs conservative

Question: For each fact that answers one side's arguments, what share of mainstream and of conservative news stories included it?

Result: Mainstream news most often included the Yes side's funder (40%) and the test alternatives (35%); the performance gap appeared in 1%. Conservative news most often included other-state context (23%) and Washington placements (22%); the AAP objection and the fact that forms sent to schools have no sex field appeared in none.

Operation: stories_including / news_stories for mainstream and conservative rows of fact-rates

Scope: 77 mainstream and 87 conservative news stories

View this analysis

  • Shares in each group rest on 77 or 87 stories; one story moves a share by about 1 point.
  • Progressive/advocacy outlets (29 news stories) are in the fact-rates table but not in this chart.

Facts F1-F12 by all three outlet groups

Question: How often did news stories in each outlet group include each fact?

Result: Counts of news stories including each fact. Progressive/advocacy news never gave the performance gap (F3) or said transgender girls can still play on boys' teams (F4); conservative news never gave the AAP objection (F9) or said the forms sent to schools have no sex field (F12).

Operation: Counts and shares from the fact-rates table

Scope: 77 mainstream, 87 conservative and 29 progressive/advocacy news stories

View this analysis

  • Single coder; the progressive group is small (29 news stories).

Sourcing and balance by outlet group

Question: Did news stories in each group quote both sides, give each the last word, and check each side's claims?

Result: Mainstream news: 1.3 Yes and 2.0 No advocates per story; Yes spoke first 44 times and No 24, but No had the last word 55 times to Yes's 11; 31 stories left a No claim unchecked and 14 a Yes claim. Conservative news: 1.9 Yes and 0.6 No; Yes had the last word 57 times to 11; 58 of 87 had no rebuttal.

Operation: Means and counts from the sourcing-balance table

Scope: News stories by outlet group

  • Counting advocates does not weigh space or prominence.
  • first_word and last_word count only advocates quoted, not narration.

Most-repeated unchecked campaign claims

Question: Which campaign claims did news stories repeat without context most often?

Result: In mainstream news the genital-exam claim (NGEN) ran unchecked in 14 stories and was given context in 14; the Yes claim that physicals already record sex (YDOC) ran unchecked in 10. Conservative news left YDOC unchecked in 5 and gave it context in none.

  3. WIAA: Health and wellness forms (medical history, physical examination and medical eligibility forms) Ground truth for fact F12 and the YDOC claim code: the history form that stays with the doctor asks the family to report sex assigned at birth; the forms sent to schools have no sex field, and no form has the provider verify sex

Retrieved October 23, 2026. Publicly posted form. Linked, not redistributed

Reliability: Other. The recommended pre-participation forms posted by the Washington Interscholastic Activities Association, which runs high-school sports. WIAA marks the history and physical examination forms as staying with the doctor and the medical eligibility form as going to the school.

Retrieved October 23, 2026. Copyright of each outlet. Only URLs, headlines and short quotes for analysis are included; story text is not redistributed

Reliability: News report. News and opinion outlets of every leaning, grouped before coding as mainstream, conservative or progressive/advocacy. Their own positions on I-638, where stated, are recorded in the opinion rows.

Limitations and reproducibility

Partially reproducible: Every coded story has its URL, and the codebook, the coded table and the script that computes every derived table (derive.js) are published, so anyone can recode a story and recompute every count. Coding is human judgment and was done by one coder per outlet group; no blind second coder has checked it. Some pages have since changed or are paywalled, so a recoder may see different text.

  • No blind second coder has checked this coding; agreement is unmeasured. (A similar audit of I-645 coverage, with the same design, found 85-100% agreement.)
  • The sample was found by search, not drawn at random. KING 5, KREM, KGW and McClatchy papers block automated reading and are under-represented; some of their stories were read through archived or syndicated copies, and 8 of 262 rows could not be read (their fact fields are blank).
  • TV and radio stories were coded from their web text, not the broadcast.
  • Including a fact is not the same as getting the story right, and omitting one is not by itself an error: short event stories cannot carry every fact.
  • Counts of advocates do not weigh how much space each side got.
  • Names of minors, and of parents whose names would identify them, are replaced with bracketed descriptions in every field. One story's URL (row P28, a Spokesman-Review op-ed of Oct. 11, 2026) is withheld because its slug contains a minor's name; its outlet, date, headline and codes are kept.
  • Outlet groups are our classification, fixed before coding; The Stranger, Axios and Cascade PBS are counted as mainstream.
  • F12 was reworded on 2026-10-23 after we checked WIAA's forms: the history form that stays with the doctor asks the family to report sex assigned at birth, but the forms sent to schools have no sex field and no form has the provider verify sex. Stories coded 1 said current physicals or forms do not record or verify sex, which the corrected wording still covers; no codes changed.
