Limitations and reproducibility

Reproducible from public sources: Each figure was transcribed from the source named in its row; the saved analyses are simple percent changes and ratios computed from the two tables (Python script kept by the curator, not uploaded).

  • Point-in-time counts are single-night estimates with changing methods; RAND's independent counts found the official count missed 26% (2024) and 32% (2025) of unsheltered people in Hollywood, Skid Row and Venice.
  • Spending figures are budgets and plans in nominal dollars, not audited outlays; the Controller found large shares unspent.
  • City and county budgets overlap and exclude direct state and federal grants, so no regional total is computed.
  • Counts are as first released; later revisions are small but exist.
