What this dataset measures
Sound Transit reports Link fare payment two ways: an automated count of boardings with fare media (ORCA taps, paper and mobile tickets, compared with automatic passenger counts) and Fare Ambassador inspections. The automated count covers every boarding and is the measure the agency uses in its financial plan and Fare Revenue Reports, so this dataset uses it as the annual series. Inspection-based evasion rates are included where the reports publish them (2018-2020) for comparison.

Share of Link boardings with fare media, 2019 and 2021-2025
Question: What share of Link light rail boardings had a record of fare media each year?
Result: Boardings with fare media: 86% in 2019; 59% in 2021; 56% in 2022 and 2023; 61% in 2024 and 2025. So 39% of 2025 boardings had no fare media, down from a high of 44% in 2022.
Operation: fm_share by year from the link-annual table; noFareMediaShare = 1 - fm_share.
Scope: Link light rail, all boardings

- A boarding without fare media is not necessarily unpaid: it includes youth, children, attendants, police and pass holders who did not tap.
- No value for 2020; 2019 is Sound Transit's reported figure rather than a recomputation.
- Sound Transit's May 2026 committee presentation gives a preliminary 63% for 2025, two points higher than the 61% in its 2025 Fare Revenue Report; this series uses the report.
Link farebox recovery, 2017-2025
Question: What share of Link light rail operating costs did fares cover each year?
Result: Fares covered 43% of Link operating costs in 2017, 34% in 2019 and 12% in 2024 and 2025, below the 17% minimum and 22% target the Board set in 2024 (and far below the 40% required before then).
Operation: farebox_reported by year from the link-annual table.
Scope: Link light rail

- 2021 not available. Operating costs include start-up costs for extensions before they carried riders.
- Policy thresholds changed in May 2024, so earlier years were measured against a 40% requirement.
Fare revenue Link would have collected at its 2019 fare-media rate, 2023-2025
Question: How much more fare revenue would Link have collected if the share of boardings with fare media had stayed at the 2019 level, and what would farebox recovery have been?
Result: At its 2019 fare-media rate, Link would have collected roughly $12-16 million more in 2024 and $15-20 million more in 2025. Even then, 2025 farebox recovery would have been about 16-17%, not the 34% of 2019.
Operation: For each year: revenue per fare-media boarding = fare_revenue / (boardings - no_media). Unrealized revenue = (benchmark share - fm_share) x boardings x revenue per fare-media boarding. High case benchmark: 86% (2019). Low case benchmark: 86% minus the 2019 youth share of boardings (6.29%), because youth now ride free legally. Farebox if collected = (fare_revenue + unrealized) / op_exp.
Scope: Link light rail, 2023-2025

- ORCA Business Passport revenue comes partly from annual contracts priced on the previous year's ridership, so extra taps would not all add revenue in the same year.
- Some riders who do not pay would ride less if made to pay, so this is an upper-bound style estimate of collectable revenue; fare-gate and enforcement costs are not subtracted.

Limitations and reproducibility
Reproducible: Every input value is typed from a table or sentence in a Sound Transit Fare Revenue Report named in the field's sourceIds. The build script (build-link-fare-table.js, Node.js) recomputes every derived value and saved analysis from those inputs.
- A boarding without fare media is not the same as an unpaid ride. It includes youth 18 and under (who ride free since September 2022 and are not required to carry fare media), children, personal care attendants, police officers, and pass holders who did not tap, as well as riders who did not pay.
- Total boardings come from automatic passenger counters, which are estimates; errors in them flow directly into the fare-media share.
- The 2019 fare-media share (86%) is the value Sound Transit reports in later Fare Revenue Reports; the 2019 report itself does not separate boardings without fare media, so it cannot be recomputed here. A December 2025 Sound Transit board presentation gives 85% for 2019.
- No fare-media share is available for 2020, and no Link farebox recovery figure was found for 2021 (the 2021 and 2022 Fare Revenue Reports were not available at the URLs tried).
- Inspection-based evasion rates (2018-2020) measure only riders whom inspectors checked and are not comparable with the fare-media share.
- Farebox recovery uses Sound Transit's own definition (fare revenue divided by direct and indirect service operating costs). Sound Transit's minimum and target ratios changed in May 2024 (Link: 40% before; 17% minimum and 22% target after).
