What this dataset measures
The Yes argument in the 2026 voters' pamphlet cites "at least 269 placements by male athletes competing in girls' interscholastic categories, including 74 firsts and 156 top-three finishes" without naming a source. The same three figures, with three later September 2026 entries added, appear on HeCheated.org's Washington K-12 results page, which a Yes-side writer cited for them. Every row on that page is included so readers can see exactly what the 269 counts.

How the 269 entries finished
Question: How many of the 269 "placements" were wins, other top-three finishes, or lower?
Result: 74 first, 82 second or third, 71 fourth to tenth, 37 eleventh or lower, 5 disqualified or no place listed: 113 of the 269 were not top-three finishes.
Operation: Count pamphlet-count entries by finish group.
Scope: in_pamphlet_count and counted_event

Has a stake in this finding. HeCheated.org says it provides data on males in female competition and campaigns against their inclusion. Each row links to a results page (MileSplit, Athletic.net, news or social media); athlete identification is its own.

Carol Dansereau, "No Boys in Girls' Sports! (In-depth article.)", Substack, 2026-10-08
Provenance of the count: it gives 272 events, 158 top-three and 75 first places and cites the HeCheated Washington page (footnote 5, dated August 2026). A companion flyer the same day uses the pamphlet's 269, 156 and 74.

Has a stake in this finding. The author campaigns for IL26-638 and wrote a Yes flyer that repeats the pamphlet figures.

Limitations and reproducibility
Reproducible: build_placements.js reads a saved copy of the HeCheated.org Washington results page (retrieved 2026-10-23), drops names, schools, meet names and race classifications, assigns athlete letters and writes the entries table; analyses.js computes the saved analyses from that table. Rerunning both on the same page reproduces the files exactly. The page changes as HeCheated adds entries, so a later copy may differ; the three rows dated September 2026 are the only rows added after the pamphlet text was written.
- HeCheated.org is an advocacy site that opposes male-born athletes in female categories. It identifies athletes as male from public sources (news reports, the athletes' own statements, name changes, photos and other records); several Washington athletes have no linked source on its athlete page. FactHub did not verify any athlete's sex or identity.
- The tally is not complete: HeCheated says many results and unnamed athletes are missing. It is also not a sample, so its totals cannot be scaled up.
- HeCheated's "total events" counts every event an athlete entered, including 4th place or lower, last place, disqualifications and entries with no place listed; only did-not-start entries are excluded. The pamphlet calls these "placements".
- Relay and team entries count as one entry for the male-born athlete on the team; the other team members are girls. Relay results list schools, so FactHub could confirm team placings but not always who ran.
- Girls' ultimate (16 entries) is organized by a nonprofit league rather than WIAA, and four of those entries are national invitationals held outside Washington. One entry is a 1977 gymnastics meet.
- Finish groups are FactHub's classification: first place and top three follow HeCheated's own counting rules (a "2nd of 2" counts as top three); other places use the number HeCheated lists.
- FactHub checked 18 entries (the six WIAA 2A-4A state-meet track entries in WIAA files, and a systematic sample of 12 MileSplit-linked entries); the rest are as HeCheated lists them.
