Ten illustrative households under the law as enacted
Question: What would ESSB 6346 charge households that do not earn $1 million a year in wages, and some that earn less than $1 million in total?
Result: A couple earning $550,000 each owes $9,900 (two singles at the same pay owe nothing); a one-time $900,000 RSU vest on a $250,000 salary, or a retired couple's $1 million 401(k) withdrawal, costs $14,850; a $4 million inherited IRA taken at once costs $316,800 but nothing if spread over 10 years; a $600,000 stock gain makes $800,000 of wages taxable ($17,060 more); a home sale adds nothing.
Operation: Apply Secs. 201, 205, 301, 302 and 314 and RCW 82.87.040-.060 to each set of inputs.
Scope: Illustrative households, one tax year, Washington residents
- Illustrations of the statute as written; the Department of Revenue has issued no rules. Not estimates of how many such households exist.
- Ignores the charitable and other deductions and the credits for taxes paid to other states and for B&O tax.
